Efforts on Effective Building Code implementation in Municipalities speeding up


A worth process to enhance organized enforcement of Building Codes in Municipalities recently help in western city of Dhangadhi. Workshop on “Review of building permit process system for effective building code implementation” accomplished at Dhangadhi sub-Metropolitan City of Western Nepal during September 7-8, 2016. The program was jointly organized by Ministry of Federal Affairs and Local Development (MOFALD), Department of Urban Development and Building Construction (DUDBC),  Dhangadhi Sub-Metropolitan City and NSET’s Building Code Implementation Program in Municipalities of Nepal (BCIPN) funded by USAID/OFDA. 30 participants including Executive Officers, Senior Engineers and Technical Staff from Bhimdutta, Dhangadhi, Amargadhi, Gulariya, Nepalgunj, Birendranagar, Tulsipur and Ghorahi Municipalities, Engineers from DUDBC divisional offices and NSET-Nepal intensively engaged in the sharing and learning process.

Key issues discussed are -

•         Uniformity in municipalities on building permit system and mechanism of drawing check. 
•         Building permit forms and formats. 
•         Contracting procedures (among house owner, consultant and mason/contractor) 
•         Awareness raising / conducting Orientation programs  
•         Building Code compliance checklist  
•         Field supervision

Program had been facilitated by Engineers from 4 leading Municipalities who pioneered the effective implementation of building code in Nepal, Mr. Suraj Shrestha from Dharan, Mr. Surya Prakash Lama from Bharatpur, Mr. Ravindra Lal Mul from Vyas and Mr. Deej Raj Bhatta from Dhangadhi.
The process has been found very much helpful in advancing understanding of participating Municipalities in regard to build capacity and systems to effectively enforce the building code within their areas.
