Disaster Resilient Communities in Nepal by 2050

Training to Local Authorities and Social Activists on DRR, BCI and Retrofit held in Dhading


"Simulation and Retrofit-onsite visit touched the participants, encouraged to implement.."

One-day training on Disaster Risk Reduction/Management (DRR), Building Code Implementation (BCI) and Retrofit for the local authorities including social activists has been held in Dhading under Baliyo Ghar Program. 50 more participants discussed the roles of local authority and social activists in reducing the risk of multiple disasters and in implementing retrofit. Representatives of Siddhalekh Rural Municipality, Galchi Rural Municipality and Nilkantha Municipality, leaders of opposition parties and social activists including local teachers actively participated the sessions.

As part of the training, the participants were acquainted with the process of building permit system through simulation. Many of the municipalities in Nepal are following building permit system and implementing building code which now is mandatory for the rural municipalities as well. So to enhance the understanding level and capacitate in setting the BCI structure (Policy/system, manpower, resources, technical assistance) in rural municipalities, the demo building permit system exercise was conducted. Baliyo Ghar staffs took part in the simulation.

Moreover, to make them more confident in implementing Retrofit particularly in stone masonry houses, onsite visit was arranged in one of the retrofit sites in Kalleri, ward-02 of Galchi Rural Municipality. Baliyo Ghar program is implementing retrofit OJT in the house of Mr. Bed Prasad Simkhada, one of the earthquake affected beneficiaries in Kalleri. Witnessing the on-field applied retrofit technology, the participants were seen quite motivated to implement retrofit in such partial damaged-stone masonry houses in their localities.

Mr. Krishna Prasad Timilsena, local teacher and advisor to Chief of Siddhalekh Rural Municipality expressed, "We are in fact excited by the training, basically the retrofit-onsite visit has motivated us to implement retrofit in our localities. Also the simulation for building code implementation have candled us to understand about the building permit system. Really it touched the participants. It was a great opportunity to learn, obviously we will impart the knowledge in our rural municipality."

Mrs. Radha Timilsena, Deputy Chief of Galchi Rural Municipality shared, "In the local level our efforts for disaster risk reduction and management have just begun, through the training definitely we have got the concrete ideas for DRR and prioritize our actions."

he training was conducted on April 12, 2019 in Ghatbesi Dhading. It is the first of the 2nd series of training to local authorities with revised curricula. Baliyo Ghar Program plans to implement 5 more such trainings in Dolakha, Nuwakot and Dhading. Earlier in Year 3 of program implementation, 6 trainings to local authorities on Sustainable Reconstruction and Disaster Risk Reduction were conducted in program areas.
