BACKGROUND

As part of the UNICEF’s Safe School Program, the National Society for Earthquake Technology-Nepal (NSET) is launching the “Institutional Capacity Strengthening for Safe Schools and Climate Change Mitigation and Adaptation Action in Nepal” initiative from October 2023 to July 2025. This program aligns with UNICEF's Country Program Action Plan (2023-2027), focusing on enhancing the capacity of governments and communities to manage risks and ensure school safety. NSET aims to develop interventions to bolster the resilience of schools and communities against various hazards, particularly climate-related risks. Key activities include updating guidelines for the Comprehensive School Safety Master Plan and Green School Guideline, alongside strengthening local government capacities in targeted municipalities. This initiative seeks to create safer educational environments while addressing the challenges posed by climate change in Nepal.

OBJECTIVES

To enhance the capacity of three government levels, selected municipalities, and their schools in Nepal to develop inclusive educational continuity management for Safe Schools and Climate Change Mitigation.

ACTIVITIVES

The major activities are:

  • Coordinate and facilitate the review and updating of the CSS Framework, CSSMP directory, training resources, Green School directory, and emergency education-related directories.
  • Coordinate and facilitate trainer training programs related to the implementation of CSS and CEE.
  • Update areas such as disaster preparedness and response planning, nutrition, child protection, EiE, WASH, and psychosocial support, and facilitate the drafting of emergency plans for children with disabilities.
  • Provide educational support in developing disaster preparedness and response plans at the local level.
  • Conduct training, workshops, and orientations on the Green School directory, comprehensive school safety, and climate education.
  • Engage with teachers, students, the community, stakeholders, and local government on safe education plans and provisions.
  • Identify local risks and develop disaster preparedness and response plans for schools across all community schools within the municipality.
  • Develop evacuation plans for all 70 schools and conduct earthquake preparedness drills to train teachers and students on behaviors to exhibit during an earthquake.
  • Develop and disseminate climate disaster risk reduction messages, videos, and jingles in multiple languages.
  • Provide technical assistance to schools as needed in areas such as school improvement plans, comprehensive   school safety, and Green Schools.
  • Formation of Eco Club Formation across schools at program.
  • Conducting Teachers Training program
  • Update and Development of Green School guideline and Comprehensive School Safety Master Plan
  • Develop and update Disaster Preparedness and Response Plan (DPRP) for Nepal Education Cluster with communication and collaboration between federal, provincial, and local authorities, along with other stakeholders.

GEOGRPHICAL COVERAGE

The program is being implemented in 4 local levels: Kirtipur, Changunarayan, Mahalaxmi and Lalitpur Metropolitan City of 3 districts Kathmandu, Bhaktapur and Lalitpur.
