The RGCR Division is dedicated to strengthening disaster risk governance systems and enhancing community resilience. Its objective is to support all tiers of government, from the national to local level, in formulating and implementing legal frameworks, policies, and standards related to disaster risk reduction (DRR). The Division works closely with government agencies and communities to integrate DRM practices into local governance systems, promote building code implementation, and conduct training, workshops, and awareness programs to build capacity in DRR mainstreaming.

The division includes two functional units: Risk Governance and Community Resilience.
