NSET’s organizational structure is composed of specialized divisions, each contributing to the common goal of enhancing disaster resilience in Nepal. These divisions integrate technical expertise, policy support, community engagement, and institutional strengthening to achieve NSET’s mission.

Multi-Hazard Risk Assessment and Planning (MHRAP) Division

The MHRAP Division focuses on developing risk assessment guidelines, tools, and methodologies to support evidence-based planning and decision-making. Its main objective is to carry out comprehensive hazard and risk assessments—particularly for earthquakes and other multiple hazards—using advanced spatial tools and technologies such as GIS and Remote Sensing. The Division also supports national and local stakeholders by translating risk information into actionable plans that guide resilience-building and development activities.It comprises two specialized units: Assessment and Planning, and GIS, Mapping, and Remote Sensing.

Risk Governance and Community Resilience (RGCR) Division

The RGCR Division is dedicated to strengthening disaster risk governance systems and enhancing community resilience. Its objective is to support all tiers of government, from the national to local level, in formulating and implementing legal frameworks, policies, and standards related to disaster risk reduction (DRR). The Division works closely with government agencies and communities to integrate DRM practices into local governance systems, promote building code implementation, and conduct training, workshops, and awareness programs to build capacity in DRR mainstreaming.

The division includes two functional units: Risk Governance and Community Resilience.

Safer Schools, Critical Facilities and Heritage (SSCFH) Division

The SSCFH Division aims to create safe learning environments and promote resilient infrastructure development. Its core objectives are to retrofit and reconstruct school buildings, develop DRR guidelines and training materials, and integrate risk reduction concepts into education systems. The Division also focuses on ensuring the safety and resilience of critical facilities and lifeline systems through improved construction practices and quality assurance mechanisms. It operates through two units: Safer Schools and Engineering for Safer Infrastructures (ESI).

Disaster Preparedness, Response and Recovery (DPRR) Division

The DPRR Division leads NSET’s initiatives on preparedness, response, and recovery, ensuring coordinated and effective disaster management. Its objectives include enhancing preparedness through awareness programs, building capacity at all levels for emergency response and reconstruction, and developing or updating relevant guidelines and plans. The Division also plays a pivotal role in facilitating knowledge exchange and supporting post-disaster recovery initiatives. It functions through two key units: Awareness, Preparedness and Capacity Enhancement (APC), and Response, Recovery and Reconstruction (3R).

Strategic Planning and Cross Cutting (SPCC) Division

The SPCC Division serves as the strategic backbone of NSET, facilitating organizational planning and ensuring integration of cross-cutting themes. Its objective is to provide evidence-based management support to the Executive and Management Committee through analysis, strategic reviews, and coordination. The Division oversees policy formulation and ensures alignment of strategies and performance indicators with NSET’s broader vision. It encompasses four units: Collaboration and Business Development (CBD), Monitoring, Evaluation and Learning (MEL), Gender Equality and Social Inclusion (GESI), and Information Technology and Management (ITM).

Communications and Knowledge Management (CKM) Division

The CKM Division leads NSET’s communication, capacity-building, and knowledge management functions. Its objectives are to enhance organizational learning, strengthen communication systems, and promote DRR knowledge through training, publications, and outreach. The Division focuses on developing and sharing information resources, conducting capacity needs assessments, and supporting the development of standard curricula and learning materials.

It comprises two key units: Communication and Outreach, and Training and Capacity Building.

Administration Division

The Administration Division works to enhance organizational efficiency through effective management of human resources, operations, and logistics. Its objectives include formulating and updating policies and guidelines related to HR, operations, and procurement, and providing necessary support to all divisions to ensure smooth implementation of organizational activities. The Division comprises three units: Human Resources (People Management), Operation (Management Element), and Procurement (Resource Element).

Finance Division

The Finance Division ensures sound financial management and supports strategic decision-making. Its objectives include financial forecasting, budgeting, resource mobilization, and compliance with national and donor regulations. The Division also focuses on maintaining transparency through accurate accounting, tax planning, and internal auditing.

It is composed of three units: Financial Planning, Budgeting and Compliance, General Accounts and Payroll, and Internal Audit.
