Consultation held for School Safety Guidelines
A broader understanding has been built up for preparing guiding document to effectively implement Comprehensive School Safety programs in Nepal. Fundamental principles and also detail content framework charted in the “Consultation Workshop on Content Finalization for DEO Capacity Building and Comprehensive School Safety Implementation Guideline” held on 5th October 2016 in Lalitpur, Nepal.
Department of Education (DoE), Ministry of Education (MoE), Government of Nepal organized the Consultation Workshop with the financial support from UNICEF. NSET is providing technical support in the process. The major objectives of the consultation were to finalize the contents of the DEO Capacity Building Workshop and review the draft Comprehensive School Safety (CSS) implementation guidelines. 30 participants representing from MoE, DoE, National Centre for Educational Development (NCED), District Education Officers from Kathmandu and Lalitpur, UNICEF, development partners and I/NGOs from education cluster participated in the workshop.
The workshop discussed on conceptual clarity required and agreed on Capacity building workshop to be divided into three areas: Knowledge based (legal knowledge of policies, guidelines); Skills based (planning, preparedness, rescue and recovery); and Collaboration and coordination within and outside the MOE and DOE. The workshop also focused to well-define target audience for the capacity building workshop which includes include DEOs and DRR focal points from each district, among others. A task group has been formed to finalize the content for the capacity building workshop, within stipulated timeframe to complete the tasks.
Workshop discussion intensively on CSS Guidelines where the participants agreed to have a proper balance among the three pillars: Safe School Facilities; the formation of DRM committee at schools; and the framework. The CSS guidelines should incorporate National Framework for Child friendly School’s indicators. The participants have suggested to identify process of legitimizing and disseminating the final document.
