A workshop on Improving of Building Permit Process and Effective Implementation of Building Code
Nepal faces high risks due to earthquakes. It is widely recognized that earthquakes do not kill people, instead, unsafe buildings that collapse during an earthquake, cause deaths. Therefore, construction of earthquake resistant building is important for achieving reduction in deaths and damage due to earthquakes. To do this, it requires effective implementation of the Building Code together with improvement in awareness and knowledge.
Nepal started implementation of National Building Code since 2004. Bylaws and Building Code should be strictly followed to achieve construction of safer buildings. Several Municipalities have already started implementing them.
As a part of this program, NSET has recently completed a two-day workshop to increase the effectiveness of implementation of Building Code and in strengthening of Building Permit process in the municipalities of Nepal. In the workshop, engineers from 14 municipalities of Central Nepal discussed current Building Code and Building Permit processes and recommended suggestions for improvement.
Similar workshops have already been organized in Dharan,Eastern Nepal and Dhangadi,Western Nepal earlier.

Participants: Engineers from Tansen, Butawal, Siddharthanagar, Gaidakot, Bharatpur, Putalibazar, Vyas, Hetauda, Besisahar, Gorkha, Karyabinayak, Bhimeshwor, Nilkantha, and Bidur Municipalities, and Representatives from National Society for Earthquake Technology-Nepal (NSET)
Objective:
Discussion of current trends, the effectiveness of Building Code implementation and ways to strengthen the Building Permit processes in the municipalities of Nepal
• To share the experience on Building Code and Building Permit process
• To discuss on draft form prepared for Building Permit process revised by Dharan, Vyas, Bharatpur and Dhangadi Municipalities in the coordination of NSET.
• To familiarize and review the software on Building Permit process
• To familiarize and review compliance checklist on Building Permit process
• Monitoring current state of implementation of Building Code in the municipalities of Nepal and discussion on revision of evaluation process
Conclusions:
1 Uniformity in municipalities on building permit system and mechanism of drawing check.
2 Building permit form have to be two copy, one for house owner and one for Municipal office.
3 Contract is necessary among house owner, consultant and mason/contractor. One copy of contract must be submitted in municipality.
4 Orientation is necessary to house owner before building construction.
5 If building drowning checking would be according to the Building Code compliance checklist then it would be more effective to make sure that drawing are being permitted as per code and bylaws.
6 To make a consultant responsible, field supervision should go as per standard supervision stage and reporting format.
