One-Day Training to the Local Authorities Conducted in Dhading
A One-Day Training on Disaster Risk Reduction (DRR) / Disaster Risk Management (DRM) and Sustainable Reconstruction to the local authorities has been conducted in Nilkantha Municipality, Dhading. 65 more local elected representatives including Ward Chiefs and Ward Members from Siddhalekh Rural Municipality, Galchi Rural Municipality and Nilkantha Municipality of Dhading participated the training organized under USAID supported and NSET implemented Baliyo Ghar Program on 21 May, 2018.
Opening session of the training was chaired by Acting Chief District Officer (CDO) Mr. Dholak Raj Dhakal where Mr. Rajendra KC, Chief of NRA-Dhading, District Chief of Nepal Police SP. Dambar Bahadur BK and Mr. Surya Bhakta Sangachhe, Senior Technical Advisor to NSET were in dais as the special guests.
Addressing the opening session, Mr. Dhakal urged the local representatives to develop an action plan for risk reduction and manage the risk as well. "We have the culture to get hurried only after the disaster happens, unless and until we manage to develop action plan of preparedness and response during disasters like, landslides, earthquakes, epidemics, fire and others we would be lagging behind in achieving DRR goals," Mr. Dhakal added. He committed to work together with local bodies in DRR and DRM activities in the days to come.
Superintendent of Police, Mr. BK, sharing the experience of Koshi flood (where he was involved in) stressed on the early warning system and rescue arrangement mechanisms. "For every disasters we have to be well prepared and well equipped to response the crisis in organized way," he said.
Mr. Sangachhe, Technical Advisor to NSET, emphasized on the implementation of building code and by-laws in rural municipalities to make the settlements safe to resist earthquakes. He also requested the local bodies to play a significant role in accomplishing the goals of government led reconstruction campaign within the set time. "Building code and standards should not be understood as the bothering factors but every person and every household should internalize the importance of standards to make our societies seismic resilient," he added.
Sessions on DRR and DRM acts and policies, provisions and importance of Building code and by laws, reconstruction process and role of local authorities for safer reconstruction were delivered during the training sessions.
At the end of the day, the participants appreciated the initiation in conducting worthy training and committed to contribute their best to ensure safer reconstruction and implementing building code in the local level. They also affirmed their significant role in ensuring safer construction practice even after the reconstruction campaign is over.
