Training to Local authorities on Sustainable reconstruction, Retrofit, DRR and BCI held in Kakani, Nuwakot
Next round of Training to Local Authorities has been held under NSET-Baliyo Ghar Program in Nuwakot. Two-days training primarily focused on Sustainable Reconstruction, Retrofit, Disaster Risk Reduction (DRR) and Building Code Implementation (BCI). Altogether 31 participants including rural municipal executive members, ward chairs and ward members representing Kakani Rural Municipality participated the training which was organized at Kakani, Nuwakot during June 3-4, 2019.
During the 2 day sessions, the participants discussed the roles of local authority in reducing the risk of multiple disasters, follow building permit system and implement retrofit along with institutionalization of on-going reconstruction efforts.
Basically the ward chairs of Kakani Rural Municipality exhibited their keen interest in retrofitting the non-damaged houses and existing vulnerable houses in their areas. They also vowed their actions of priority for the sustainable reconstruction and resilient communities.
Deputy Chair of District Coordination Committee, Mrs. Apsara Thapa, at a ceremony to close the training urged the ward chairs and members to plan and execute the actions to reduce disaster risks and play mediating role in implementing retrofit in the vulnerable houses.
She said, "Had been the trainings targeted to implement retrofit conducted earlier, possibly a year ago, many more houses which now have been demolished would have been retrofitted. Though, it's never late, we should convince the house-owners to retrofit in the existing vulnerable houses. Definitely it's our duty to preserve the traditional architecture and our rural characteristics."
As part of the training, the participants were made aware about the process of building permit system through simulation. Many of the municipalities in Nepal are following building permit system and implementing building code which now is mandatory for the rural municipalities as well. So to enhance the understanding level and capacitate in setting the BCI structure (Policy/system, manpower, resources, technical assistance) in rural municipalities, the demo building permit system exercise was conducted. Baliyo Ghar staffs took part in the simulation.
Moreover, to make them self-assured in implementing retrofit particularly in stone masonry houses, onsite visit was arranged in one of the retrofit sites in Putali Chautara, Thansing, ward-8 of Kakani Rural Municipality. Baliyo Ghar program is implementing retrofit training in the house of Mr. Manilal Shrestha, one of the earthquake beneficiaries in Thansing. Witnessing the on-field applied retrofit technology, the participants were seen quite inspired to implement retrofit in such partial damaged-stone masonry houses in their locality.
It’s the 3rd series of training as Baliyo Ghar program plans to implement 6 such trainings in Dolakha, Nuwakot and Dhading in the Year 4 of program implementation.
