Workshop on ‘Lessons of Resilient Communities Initiatives’ organized in Kathmandu
A workshop on “Lessons of Resilient Communities Initiatives” has been organized on Sept. 25, 2022, in Kathmandu. The program was jointly organized by Ministry of Federal Affairs and General Administration (MoFAGA) and National Society for Earthquake Technology Nepal (NSET), under the “Mero Surakshit Gaun” (Technical Support for Resilient Communities- TESREC) program as part of support from United States Agency for International Development/Bureau of Humanitarian Assistance ( USAID/BHA).
The main objective of the one-day program was to share the learnings, experiances and achievements of the “Mero Surakshit Gaun” program into the wider group of people. As part of workshop, various events including Exhibition, Panel Discussion, Presentation and Brief opening and closing ceremony were held.
At the beginning, an exhibition was organized which shocased the various efforts which were carried out the during the impelementation of the TESREC program. The major highlights of the exhibition were ; efforts on Safer Building Construction, efforts on Multi-Hazard Risk Reduction and Risk Sensitive Land USE Plan and Inititiave for Resilient Communities through Community Learning Center.
The program was followed by a brief opening ceremony. Addressing the program, Mr. Rishi Raj Acharya, Under Secretary at MoFAGA, highlighted the major features of the programs. “ ‘Mero Surakshit Gaun’ program has accomplished some model works regarding DRR in the seven rural municipalities such as assessing the existing risks, eastablishing the system for safer construction and building permit system and capacity enhancement of community members,” Mr. Acharya remarked.
To start with, Mr. Surya Narayan Shrestha, Executive Director of NSET, welcomed the invitees and guests and clarified the objectives of the program. Mr. Shrestha sated, “the ‘Mero Surakshit Gaun’ was conceptualized with view to initiate some model works in rural municipalities to establish systems for ensuring safer building construction, foundation of System of Model Disaster-Resilient Community and enhance the capacity of stakeholders towards achieving Community Resilience as there were no such mechanism in the rural municipalities before”.
On the occasion, Mr. Suman Pradhan, Director, NSET made a brief presentation of the program. This was followed by a panel discussion where panelists extensively hold discussion on ways to build Resilient Communities. The panelists were Mr. Ain Bahadur Chand, Chairperson of the Simta Rural Municipality, Shrijana Khadka Subedi, Deputy Chairperson of Tamakoshi Rural Municipality, Rameshwor Maratha, Under Secretary at National Disaster Risk Reduction and Management Authority (NDRRMA), Mr. Hom Narayan Shrestha, Chairperson of National Association of Rural Municipalities in Nepal, Dr. Hari Bahadur Darlami, President of Nepal Engineers’ Association and Ms. Suman Kumari Chaudhary President of Community Learning Center and DRR, Mohanpur Kailali.
The workshop was concluded with a concluding ceremony where Chairpersons of the Sinja, Kailari, Tamakoshi, Baijanath and Chure Rural Municipalities shared their experiences and opinion regarding the implementation of “Mero Surakshit Gaun” program in their respective municipalities. Mr. Rayan O Donell, Humanitarian Assistance ERO of USAID pledged to continue support in Nepal’s initiative of Disaster Risk Reduction and Management in rural municipalities.
In his concluding remarks, Mr. Rishiraj Acharya, under Secretary at MoFAGA, thanked all the stakeholders who played important role in implementing the “Mero Surakshit Gaun” program and expressed his commitment to collaborate with various organizations to continue the efforts in other municipalities.
A total of 110 people including DRR experts, representatives from Federal, Provincial and Local governments, I/NGOs, development partners, civil society organizations among others participated the program.
“Mero Surakshit Gaun” (TESREC) program was implemented in seven rural municipalities of Nepal since October 1, 2019 to September, 2022 with the guidence from Ministry of Federal Affairs and General Administration (MoFAGA) under the leadership and in collaboration with Rural Municipalities with view to establish framework and systems for ensuring safer building construction, establish framework and foundation of System of Model Disaster-Resilient Community and enhance the capacity of stakeholders towards achieving Community Resilience and promoting awareness on Disaster Risk Reduction. “Making Rural Communities of Nepal Disaster Resilient” was main goal of the program while the objective was to establish model for resilient rural communities through safer building practices and preparedness.
