GOVERNMENT DEPLOYS 1346 ENGINEERS MORE FOR RECONSTRUCTION


Prime Minister KP Sharma Oli has urged engineers to contribute in earthquake reconstruction with high level of commitment, passion and sincerity. Addressing newly recruited lots of young engineers at the Closing Ceremony of Basic Training, PM Oli stated “people know engineers very well, you have opportunity to be person of exemplary virtues”.

During the valediction, PM Oli urged the newly recruited engineers to act not only as engineers but also as masons to rebuild the nation. PM Oli also directed the newly appointed engineers to serve the affected people as if it was their own family, and to follow the local social norms and values. “We can ourselves build the nation, every engineer will be backed up by 10 volunteers”; he further added; “your safety is the must while delivering your services.”

Nepal Government is mobilizing 1346 Civil Engineers and Architects in 14 districts that are most hit by Gorkha Earthquake with the view to help support rebuild Nepal safer and better. This is the first massive mobilization of engineers done by Nepal Government in the history. This number slightly exceeds the number of existing engineering positions in all the development ministries and departments now in Nepal.

Addressing the ceremony, NRA CEO Mr. Sushil Gyewali stressed to make service delivery at local level very effective and efficient as well as perfectly in line with government policies and local need. In their statements, State Minister for Urban Development Manju Kumari Chaudhary and State Minister for Federal Affairs and Local Development Kunti Shahi asked engineers to help address local needs and expectations of the affected families. Secretary from Ministry of Urban Development Mr. Dipendra Nath Sharma briefed on government plan to mobilizing engineering staff for the reconstruction efforts.

Earlier in April 26-27, 2016, National Reconstruction Authority (NRA), Center Level Program Implementation Unit (CLPIU) of Ministry of Urban Development (MoUD) and Department of Urban Development and Building Construction (DUDBC) organized a two-day Basic Training for Engineers on Housing Reconstruction in Kathmandu. NSET conducted the training under #BaliyoGhar program with the support from U.S. Agency for International Development (USAID). Total 1065 engineers and architects participated in the training that aimed

- to familiarize participants with basic knowledge and information about reconstruction policies and legal environment; 
- to provide basic information on organization structure and systems for reconstruction; 
- to provide basic knowledge about Housing Reconstruction Program; 
- to provide detail concepts and procedures of Enrolment for Housing Grants Distribution and 
- to familiarize participants with basic knowledge and information about reconstruction policies and legal environment;
- to provide basic information on organization structure and systems for reconstruction;
- to provide basic knowledge about Housing Reconstruction Program;
- to provide detail concepts and procedures of Enrolment for Housing Grants Distribution and 
- to make participants aware and capable of explaining to common people about earthquake-resistant construction technology and approved housing standards, designs and minimum requirements 

As per NRA plan, 2 engineers are to be deployed in each Village Development Committee (VDC), 3 engineers in each municipality, 4 engineers and 4 sub-engineers in each Local Reconstruction Technology Center (LRTC) covering 4 or 5 VDCs; and 6 engineers and 3 sub-engineers in District Reconstruction Technology Center (DRTC) in the earthquake-affected districts. In total, NRA is mobilizing 1391 engineers, 650 sub-engineers and 575 assistant sub-engineers and is also planning to add more in the future.

Newly appointed engineers are planned initially to facilitate the enrolment and grant disbursement processes. They will be engaged also to provide orientation to people on safer building technology. Later, they will be involved the processes of earthquake-resistant construction efforts at the local level and also on inspection and compliance certification processes. 

NSET is providing technical assistance on housing reconstruction through USAID funded program “Baliyo Ghar” in minimum one third areas of Dolakha, Nuwakot and Dhading districts.

#BaliyoGhar program is an initiative to support the Government of Nepal’s model of owner-driven housing reconstruction following the April 25, 2015 Gorkha Earthquake.
