Training workshop for local government on effective implementation of National Building Code held in Dharan
A Training Workshop was organized for local government leaderships including Mayors/Deputy Mayors and top officials on effective implementation of building under NSET/Technical Support for Building Code Implementation in Nepal (TSBCIN) at Dharan in Sunsari District on September 7-8, 2018.
The program was organized to discuss and share the experiences and ideas for effective implementation of building code, promote uniformity in the Building Permit System in the municipalities, find ways to streamline the building permit process, and sensitize on implementation of Urban Development Strategy, Shelter Development and Building Act among others.
The event saw the participation of around 40 people including Mayors, Deputy Mayors, Chief Administrative Officers (CAOs), and Chief Engineers of around 10 municipalities from province no.1, 2 and 3 are participating in the program.
Speaking at the concluding ceremony, Mr. Hikmat Karki, Minister for Internal Affairs and Law of province no.1 highlighted the role of local government on disaster management. He added that his government has taken some initiatives to work on disaster management through both policy level measures and activities.
Mr. Rom Nath Oli, Mayor from Damak Municipality, emphasized on need of formulating policies, Acts and by laws by the municipalities with long term vision.
Terming the training-workshop very fruitful, Mr. Lal Kishor Shah, Mayor of Janakpurdham Sub-Metropolitan City, said he has taken several initiatives in terms earthquake safety construction in the municipality.
Mr. Hari Narayan Mahato, Mayor of Mithila Municipality, said that he found issue of building code implementation is equally important issues for the political leadership besides engineers of the municipality.
Mr. Surya Narayan Shrestha, Executive Director of NSET, highlighted need of balancing the ratio of technical manpower for effective implementation of building code at the municipalities in consistent with the number of houses being constructed every year. Mayors, Deputy Mayors, CAOs and Engineers from Dharan, Janakpurdham and Itahari Sub-Metropolitan Cities, Damak, Bardibas, Dhankuta, Mithila, Phidim, Manthali Municipalities and Kamal Rural Municipality participated in the training workshop.
The program was jointly organized by USAID/OFDA funded NSET/TSBCIN program and Dharan Sub-Metropolitan City under directives of Minister for Federal Affairs and General Administration (MOFAGA) and Department of Urban Development and Building Construction (DUDBC).
